The judgement call is whether the pullback is healthy. Healthy ones are shallow relative to the prior leg, take longer than the impulse move, and occur on declining volume. Reversals tend to be fast, deep and accompanied by expanding volume.
Do not enter simply because price reached a level. Require a trigger: a reclaim of a short-term high, a rejection candle at the level, or a return above a chosen average. This costs a little entry price and removes many failed trades.
